what is the law on sueing my landlord?

my car was parked in the apartment parking lot. one of the tenant from my apartment complex ,known for his drinking habit crashed on my car.he does not have insurance and i just have liablity . can i sue my landlord for not checking the tentants insurance when he knew he drank all the time and also the parking lot is very small?
